Electrical Permits in North Vancouver and West Vancouver: Who Issues Them and What Homeowners Need

On the North Shore, Technical Safety BC does not issue electrical permits. The City of North Vancouver, the District of North Vancouver and the District of West Vancouver each run their own. Here is which office applies to you and what each one requires.

Who Issues Electrical Permits in North Vancouver and West Vancouver?

Your municipality does, not Technical Safety BC. Technical Safety BC issues electrical permits for most of BC, but it lists North Vancouver and West Vancouver among the areas where you apply to the municipality instead (Technical Safety BC). On the North Shore that means three different offices:

Municipality Who issues the electrical permit Where to start
City of North Vancouver The City CNV electrical permits
District of North Vancouver The District DNV electrical permit
District of West Vancouver The District West Vancouver electrical permits

The rules, forms and inspection booking are different in each, so the first step is knowing which one your address is in.

Am I in the City or the District of North Vancouver?

"North Vancouver" is two separate municipalities. The City of North Vancouver is the smaller, central area around Lonsdale and Lower Lonsdale. The District of North Vancouver surrounds it, including Lynn Valley, Deep Cove, Edgemont, Capilano and Seymour. Your property tax notice names the municipality. If you are not sure, we check before we quote.

Can a Homeowner Pull an Electrical Permit in North Vancouver?

In the District of North Vancouver, yes, with conditions. The District allows a homeowner to do their own electrical work only if all of these are true (DNV):

  • There is no secondary suite in the home
  • You live in the home, or will live in it
  • No part of the home earns rental or commercial income
  • You are not installing radiant ceiling heating panels

Contractors working in the District need a District business licence and a trades certificate. Homeowners book their own inspections by phone, and electrical inspections cannot be booked online.

In the City of North Vancouver, the City states that electrical permits are required whenever electrical work is performed, under the Safety Standards Act and the City's electrical bylaws. Applications go to the City's trade permits office and inspections are requested from the City (CNV). The City's pages do not publish separate homeowner rules, so ask the City before planning to do the work yourself.

Can a Homeowner Do Their Own Electrical Work in West Vancouver?

Usually not. West Vancouver requires a provincially qualified electrical contractor to take out the permit, unless you can satisfy the District's electrical inspector that you have the knowledge and skills to do the work (West Vancouver). Contractors need a West Vancouver or inter-municipal business licence.

How Much Is an Electrical Permit on the North Shore?

Each municipality sets its own fees, and they are generally based on the value of the job. The District of North Vancouver also requires homeowners to include the value of their own labour when they declare the job value. Because the fee schedules are set by bylaw and change, we confirm the current fee with the right municipality and include it in our quote rather than quoting a number here. The Technical Safety BC fee table you may have seen elsewhere does not apply on the North Shore.

Do I Need a Permit for an EV Charger in North or West Vancouver?

Yes. A Level 2 EV charger needs a new dedicated 240V circuit, which is permitted work in all three municipalities. What changes is the paperwork:

  • District of North Vancouver: a load calculation is required for EV chargers, as well as heat pumps, air conditioning, hot tubs, saunas and kitchen appliances over 20A. EV chargers also need additional documentation.
  • West Vancouver: EV charger, heat pump, generator and air-conditioning applications go through the District's online document upload. Processing is about 1 to 2 business days.
  • City of North Vancouver: the City's application form has its own EV charging line.

A load calculation tells you whether your panel can carry the charger or whether you need a service upgrade first. See our EV charger and service upgrade page for how we size it.

What Does a Panel or Service Upgrade Require on the North Shore?

A service upgrade is permitted electrical work everywhere on the North Shore, and BC Hydro will not reconnect a new service until it has passed inspection. A load calculation may be required.

The City of North Vancouver publishes specific rules for service upgrades (CNV handout E2):

  • An upgraded service needs the mast, meter base and feeder located outside the building
  • Replacing a panel with one of the same amperage is treated as an emergency repair
  • Service drops must meet minimum clearances: 3.5 m over pedestrian areas, 4 m over a residential driveway, and 5.5 m over a street

Older Lonsdale and Lower Lonsdale homes are often still on 60A or 100A service, and steep District lots can mean long service runs, both of which affect cost. See our panel upgrade service for typical pricing.

How Do Electrical Inspections Work on the North Shore?

  • City of North Vancouver: inspection requests go to the City's permit inspections office. Work must start within 6 months of the permit and be finished within 2 years.
  • District of North Vancouver: inspections are booked by phone, not online. If the electrical work is tied to a building permit, the building permit has to be issued first.
  • West Vancouver: every inspection request needs a declaration form, and the permit holder must request an inspection at least once every 180 days.

When we do the work, we apply with the right municipality, book the inspections, and close the permit so it is on record for your insurer and for resale.
